HSP FY 2027

The Homelessness Solutions Program (HSP) serves as a statewide response to address the issue of homelessness in Maryland, providing technical support and funding to Continuums of Care (CoCs) and Local Homeless Coalitions (LHCs), which coordinate funding and resources for service providers across the state.

Eligibility Criteria:

- Agencies must be active members meeting minimum standards to be eligible for funding.

Application Process:

To request HSP funding, agencies must:

1. Complete the [Google form] and submit all required documents.

2. Email to QA Chair) with the following completed documents:

- Detailed Budget Template

- Application Questions (for RRH, PSH, new FY26 projects, and pilot projects)

Important Note: Late or incomplete applications will not be considered for funding.

Key Information for Applicants:

- Your agency must be able to expend 25% of the awarded funds by Q1 (September 30).

- Agencies must be HMIS-licensed, with the project set up within 6 weeks of the award date.

- Agencies must complete Coordinated Entry training within 6 weeks of the award date.

Funding Information:

Southern Maryland has been allocated $1,719,151 for HSP FY27, which is a slight decrease from last year's allocation of $1,778,894.

Submission Deadline:

All application materials, including the budget, HSP Application, and narrative responses for ALL pilot programs, new FY26 projects, RRH, and PSH projects, must be submitted via email to Jacquelyn Culver Quality Assurance Committee Chair by Monday, April 6. If an alternate submission method is needed, please contact QA Chair.

Funding Priorities for FY27:

The Department of Housing and Community Development (DHCD) encourages the inclusion of costs for planning and coordination staff in the HSP budget. Sufficient staffing is essential for managing HMIS, monitoring performance, providing technical assistance, and facilitating Coordinated Entry.

To enhance application scores, CoCs/LHCs should:

- Demonstrate a transparent and competitive project selection process using a performance-based scoring method.

- Propose a budget that allocates:

- 50% of the total funding request towards RRH and PSH projects, or

- An amount that is 10% higher than the previous fiscal year’s budget for RRH and PSH projects.
