Governance

Governance Structure

The Southern Maryland LHC operates within the structure established by the Maryland Balance of State Continuum of Care (CoC). This governance provides a comprehensive framework that guides our coalition in aligning our activities with state-wide initiatives aimed at ending homelessness. 
 

To facilitate ongoing communication and collaboration among coalition members, we hold regular meetings once a month. These meetings serve as a platform for sharing updates, discussing challenges, exchanging ideas, and strategizing collective action to improve service delivery in our region.

Participation in these monthly meetings is essential for maintaining engagement and fostering partnerships within the coalition.

Voting members

The Southern Maryland LHC includes a diverse group of voting members representing nonprofit organizations, government agencies, service providers, and community partners working together to address homelessness in our region.

Sub Committees

Membership Committee

Members actively seek out participation from nonprofit homeless assistance providers, victim service providers, faith-based organizations, governments, businesses, advocates, public housing agencies, school districts, social service. providers, mental health agencies, hospitals, universities, affordable housing developers, law enforcement, and

organizations that serve veterans and homeless and formerly homeless individuals. The Membership Committee will be charged with:

 

  • Vetting potential Board members prior to their nominations

  • Establishing a Nominations Sub-Committee to assist, as needed, with the election of officers;

  • Maintain attendance for all CoC members and terms of office;

  • Recruit and retain members; and,

  • Review all member applications and bring them for the approval throughout the year to the CoC

Advocacy Committee

Dedicated to promoting awareness, understanding and support for initiatives aimed at alleviating homelessness in our community.  The mission is to advocate for the rights and needs of individuals experiencing homelessness, emphasizing dignity, respect, and access to essential services. 

 

Committee will be charged with:

  • Raising Awareness

  • Policy Advocacy

  • Community Engagement

  • Support Services

  • Research and Evaluation

Quality Assurance Committee

The Committee will have two essential functions:

  • Overseeing all application processes related to the HUD CoC Program: reviewing applications for funding, recommending project rank, and answering questions related to the process, and

  • Provide annually scheduled project monitoring for recipients and sub-recipients of HUD CoC and ESG projects and other programs as required by HUD.

Funding Opportunities

The Homelessness Solutions Program (HSP) provides funding and technical support to organizations working to address homelessness across Maryland. Through this program, Continuums of Care (CoCs) and Local Homeless Coalitions (LHCs) coordinate resources, strengthen partnerships, and support service providers assisting individuals and families experiencing homelessness.
 

Southern Maryland has been allocated $1,719,151 for HSP FY27 to support programs such as Rapid Rehousing, Permanent Supportive Housing, and other innovative housing solutions.
